Hydroflo VS2 Shower adjust hot water supply?

Shower temperature control switch is at minimum but it does not limit the hot water supply and increase cold water supply. Thus when shower is being used water temperature is at boiler Level of 60 degrees. Adjustment of cold water can only be made by opening cold water tap in airing cupboard but this is only temporary and has to be done every time shower is used
