NEED AN OPINION ON THIS GUY SITUATION!?

So there's this guy in my building (dorm) who ive been talking to for a couple weeks, mostly online cause he's taking a very heavy workload this semester and i really like him. we've never really hung out but i dunno if thats because he's busy or shy or what it is but he's usually the one to initiate conversations. The one time i tried asking him to hang out, to come with me to a school event thing, he was home, this was a couple days ago and he's had midterms this week. Do i try asking him to hang out again or is that too pushy and its his turn?
