If I am creating a Diversity Campaign for a grocery store, who is my primary public, secondary, and marginal?

I want to implement more diversity in the workforce and want to ensure I prioritize my public and have a rationale behind the reason they are prioritized as primary, secondary, and marginal? I know it would be employee, customers, community, stakeholders, potential customers.. Am I missing any? and it what order should they be? Thanks for your help!! :0)
