How would House Joint Resolution 2 proposed in the current (111th) Congress affect presidential elections?

I believe it would require that the territories be allowed to vote in the Presidential elections and would be allocated electors. This would not be unprecedented - the District of Columbia is allowed to vote for the President and gets 3 electors even though it is not a state.
